Carlos Eduardo Torres Freire

Carlos Torres Freire is the Director of Data Production and Analysis at SEADE, the Statistics Bureau of Sao Paulo State. He holds PhD and MSc degrees in Sociology and BSc in Social Sciences from University of São Paulo (USP). Previously he was Research Director at Cebrap (Brazilian Centre for Analysis and Planning), where he also worked as research fellow. Carlos has 20 years of experience working on research projects in public policies, urban studies and science, technology and innovation (STI). He served as technical consultant at Finep (Brazilian Innovation Agency), Sao Paulo Municipality and Ipsos Public Affairs. He was a professor in postgraduate courses at Fundação Escola de Sociologia e Política (2011-2013), guest professor at the Department of Sociology at USP (2015) and responsible for courses on research methods at Cebrap (2015-2019), at the Research and Training Center of SESC (2018-2022) and for MBA courses at FIAP (2019-2022).
