He holds a BSc in Mathematics from Universidade Estadual de Campinas (1978) and a PhD in Energy Studies from the University of Cambridge, United Kingdom (1985). He is Full Professor in Energy Systems at the Faculty of Mechanical Engineering, Universidade Estadual de Campinas, and Senior Researcher at the Energy Planning Center (NIPE) of UNICAMP. He is an Associate Editor of the Annual Review of Environment and Resources and a member of the Scientific Advisory Committee of the Inter-American Institute for Global Change Research (IAI). He was the Director of the Brazilian Energy Program of the UK Prosperity Program (2019-2022) and the Director of the Technology Transfer Office of UNICAMP. He served as the coordinator of the Interdisciplinary Energy Planning Center at UNICAMP. He was the Executive Director of the International Energy Initiative-IEI, a small, international non-governmental organization, independent and of public utility, that brings together internationally recognized energy experts with regional offices and programs in Latin America, Africa, and Asia. The IEI is responsible for editing the journal Energy for Sustainable Development, published by Elsevier. He has conducted post-doctoral studies and teaching and research stays at the University of California-Berkeley, Lawrence Berkeley Laboratory, École de Mines-Nantes, Universidad de Zaragoza, UNEP Ris Centre on Energy, Climate and Sustainable Development (URC), among others. Since 2000, he has collaborated with the IPCC as a Lead Author and Expert Reviewer. He was the secretary of the CTEnerg PD Fund at the Ministry of Science and Technology. He is a member of the Coordination of the Global Climate Change Program of FAPESP. He has experience in the area of Mechanical Engineering, with an emphasis on Energy Planning, focusing mainly on the following topics: energy efficiency, research and development, policies for CT development in energy, energy planning, climate change, and renewable energy.
