Abstract

Abstract: The objetive of this paper were asses the municipalties eficiency at São Paulo State to improve local development. The municipalties were aggregated in four clusters by tax revenue profile. Through Data Envelopment Analysis it were created an efficiency index. The clusters elaborated separated the municipalities due to the reliance on federal transfer, transfer of state tax quota and collection of municipal taxes. Among the 602 municipalities evaluated, only 29 municipalities were considered simultaneous benchmarking in all dimensions of local development and 28% of them belongs to mesoregion of Campinas. Besides, the existence of benchmarking bordering municipalties might indicate the local scale exceeds the municipal geopolitical limit. (AU)
