MADIS Management of Disaster Risk and Societal Resilience (MADIS)

Abstract

Studies on drought risk management models need several indicators to quantify the magnitude and frequency of drought, its ecological, economic and social impact, as well as to identify coping mechanisms that can reduce or avoid negative impacts on systems ecological and social. The use and selection of indicators depends on the objectives, the availability of data and the target region. However, the literature lacks a clear consensus on which indicators should be used under which conditions to model drought resilience and vulnerability. There are also different definitions of resilience and vulnerability. In addition, current research disproportionately emphasizes the quantification of drought as a natural disaster over studying the resilience of communities to drought events. A conceptual hybrid approach that considers stakeholder views on possible drought risk factors as well as quantitative measures of past impacts has not been implemented in a cross-country context such as the one we intend to address. The objective is to identify and propose a new approach to the connections between hazard, exposure, vulnerability and/or relevant indicators in the face of drought events, with an emphasis on infrastructure and institutional capacity indicators. The work is structured in 4 phases: Phase 1- A Taxonomy of Vulnerability and Drought Resilience Indicators, Phase 2- Development of the structure to address the issues and weaknesses identified in the current indicators, especially related to institutional issues; Phase 3. Development of the decision support system (DSS) and Phase 4. Verify the structure and refine the DSS of the proposed decision support system and through case studies. (AU)
