Abstract
This project has as central objective the rescue of the experience of the SES of São Paulo in the period 83-92 where there is a virtuous circle of federal and state public policies. At the federal level, movements were developed, AIS, SUDS and the SUS, towards the integration of public health and social security subsystems, the constitution of a single and national system, and the development of a process of decentralization of decisions and the operation of services, implementing greater autonomy on the part of states and municipalities. At the state level, the constitution of a State Health System deepened processes of previous institutional changes allowing a redefinition of basic services with the incorporation of medical care, expansion of care coverage, the proposal of a new care model with the implementation of the Metropolitan Health Program (PMS) and the creation of regional structures ERSAS uniting decentralization and regionalization. Another central aspect of this experience was the inclusion of social movements for health advancing in new forms of social participation. The project will use a quanti/quali methodology with expansion of the bibliography and inclusion of theses produced, documental analysis of existing collections and semi-structured interviews with key actors who worked at different levels of the secretariat structure. The partner institution will be the SES of São Paulo through two of its units: health institute and Butantan Institute (Emilio Ribas MUSPER Public Health Museum and The Memory Center. These units will be assisting in the process of training administrative staff and in innovations in the ways of disseminating and disseminating results. (AU)
