Abstract

Health service organizations (HSO) carry out their core activities primarily through the work of physicians and other health professionals - the so-called clinical staff. Given the relevance of health services activities, HSOs have obligations arising from law, sectoral regulations, and international standards; regarding the control and supervision of their clinical staff.For the accreditation of a healthcare professional, a range of activities must be carried out by the HSO, from validation of information and documents and carrying out independent research related to the qualification and ethical-professional background of each professional; to monitoring, evaluation, and activities for continuous improvement of the quality of the health services provided. In addition, maintaining the credentials of healthcare professionals requires that background checks occur periodically. The fulfillment of such obligations requires a compliance process that aims to protect patient safety and the quality of health services. Therefore, despite the relevance and the broad set of norms that guide the clinical staff management process, the HSO in Brazil, in general, does not have the resources, especially technological ones, that allow the various actions summarized as strategic management of the clinical staff. In this context, the HSOs perform activities in manual and poorly standardized processes, which can be identified as the principal root cause of relevant problems, among which we highlight: (1) failures in the accreditation process, qualification validations, and searches for ethical-professional background, which increases the risk of non-compliance, enabling fraud even such as "fake doctors"; and, (2) absence of a process of treatment, structuring, and interpretation of data in the form of performance indicators of the clinical staff so that each HSO understands and acts to continuously improve the levels of safety and quality of the services provided in favor of their patients. Given these relevant problems, Medfy conceived this research project, which aims to enable methodological and technological innovations to compose an innovative platform that will result in the digital transformation of clinical staff management activities and is supported by the technical-commercial feasibility of a version that addresses part of these problems. The smart platform includes six interrelated suites that give the solution a holistic feature. However, this research project focuses on three of them: accreditation, compliance, and analytics, to develop methodologies and computational tools for these issues using, for example, artificial intelligence. Therefore, it is expected to develop a comprehensive and unique smart platform oriented to the strategic management of the clinical staff. Such a solution, unprecedented in Brazil, will be able to expedite the accreditation of health professionals, continuously monitor their credentials, eliminate human-made failures, reduce operating costs, and mitigate risks of non-compliance and fraud. In contrast to current manual processes, the platform is based on data analysis that will provide indicators and predictive models to measure individual and team performance; through a standard methodology applied and computational intelligence. In addition to the automation and digitalization of processes and data management, both the HSO and health professionals will have at their disposal valuable information to support more assertive future actions with a view to the continuous evolution of the clinical staff. It is important to emphasize that there is no similar technological solution in Brazil integrated into a single platform, oriented to the management of clinical staff and with a holistic perspective as the proposal. Using the platform means adopting a much more robust and effective administration, ultimately resulting in the continuous improvement of the safety and quality of health services provided in Brazil.
