Setting and changes in the Brazilian social-constitutional agenda from 1988 to 2022

Abstract

The objective of this project is to understand how constitutional changes impact on public policy changes. We analyzed the Brazilian case from 1988 to 2022 and verified how the changes related to the importance attributed to the constitutionalization of social and economic rights (DSE) impacted on the alteration of the dynamics of the policy process, increasing the relative proportion of ordinary legislation that aims to cause policy change in the areas of the DSE. The research uses the Comparative Agenda Project (CAP) and the Brazilian Policy Agenda Project (BPAP) databases, to which it is integrated. Contributions are expected to a little explored field of study in international political science, which integrates the constitutionalist and public policy literatures. (AU)
