Abstract

We propose an investigation on dependency relations in the 21st century, focusing on the issue of the dependent State, with Argentina as a case study. From the study of the neoliberal accumulation regime, the objective is to analyze the dependency relations in this century. In the first place, we will seek to understand the configuration process of this phase within the Argentine social formation, in relation to the changes in the global capitalist order during the last four decades. After contextualizing the emergence of a new stage in dependency relations, we will study the Kirchner Era (2003-2015), perceived as a reaction to the radicalized neoliberalism of the Menem government (1989-1999), and we will conclude with the Macri government (2015-2019). The analysis will prioritize the study of macroeconomic policy and, correlatively, will address the foreign policy of the Argentine State in the current phase of dependency between central countries (Global North) and peripheral countries (Global South). We also propose to analyze Argentina-China relations at the beginning of the 21st century to better understand the Kirchner Era. Methodologically, the research is anchored in the bibliographical production, particularly from Argentina, but there is the objective of illustrating the qualitative analysis with empirical data. The theoretical framework is based on the dependency theory itself (by extension, on the theory of imperialism), together with the critical theory of the State. It should be noted that the project innovates precisely by placing the State as the central axis in the reflection on dependency. (AU)
