United Nations Peacekeeping Operations: Prioritising, Improvising, Adjusting and Adapting to Complex Environments

Abstract

United Nations (UN) peace operations have become increasingly involved in complex environments, which leads to constant processes of prioritisation, improvisation, adjustment and adaptation. Of the 12 operations ongoing in 2023, five are multidimensional. The project aims to analyse the process of prioritisation, improvisation, adjustment and adaptation based on case studies of peace operations in Lebanon, the Central African Republic, the Democratic Republic of Congo and South Sudan. The qualitative research will be based on complex systems theory and systemic conflict analysis and will use documents from the UN, the peace operations and international organisations and institutions, specialised bibliography and interviews with people who were involved in the operations. The longitudinal approach in each case seeks to explain how the changes in the operations occurred by understanding the dynamics present at each key event. Finally, through the analysis of these four cases, it will provide a comprehensive overview of the process of prioritisation, improvisation, adjustment and adaptation of multidimensional operations, which is important for studies on international security, conflicts, international politics and international relations.
