Abstract

Introduction: It must be emphasized that we are still in the midst of an HIV epidemic, and the prevention of infection is a major global health challenge. Some 40 years after the first cases of HIV, there have been numerous advances in scientific knowledge that have made it possible to identify the virus, produce diagnostic technologies such as rapid tests and, of course, potent treatments for individuals living with the infection. In the area of prevention, scientific knowledge has enabled the improvement of established prevention measures that involve encouraging the use of barriers, such as condoms, as well as the development of new ways to interrupt the chain of the infectious process, such as the possibility of offering preventive drugs. The present research, to be carried out in partnership with state managers, is aligned with the objectives and commitments assumed in the control of the epidemic, in terms of offering access to prevention for the populations of the peri-urban cities that are at high risk of HIV infection. The guiding question is: how can we present and offer "what works" in terms of prevention to people living in conditions of social vulnerability on the outskirts of cities? Objectives: 1) to understand the specific needs and challenges faced by the community in question regarding HIV prevention; 2) to identify research findings on the effectiveness of sexually transmitted infection and HIV prevention actions through evidence synthesis that informs public policy; 3) to examine the barriers and facilitators that affect the adoption and widespread use of HIV prevention practices and; 4) to describe the context of the implementation strategies employed as to whether they are successful or unsuccessful. Method: takes the perspective of implementation science, with a quantitative and qualitative approach, using the Consolidated Framework for Implementation Research (CFIR). The study will be carried out with the Reference and Training Center for STD/AIDS of the State Health Department of São Paulo, with a 36-month proposal and participation of 30 municipalities in the state of São Paulo. It considers five phases: 1) Planning of the implementation strategy; 2) Characterization of the context through an electronic questionnaire; 3) Preliminary implementation; 4) Analysis of the implementation process through semi-structured interviews with managers, state and municipal workers of the state of São Paulo and the population living in the municipalities involved with the project. All material (reports and forms) will be analyzed. In addition, interviews will be conducted based on a script to be developed and their contents will be transcribed and analyzed according to content analysis of central themes and; 5) Final implementation, composing the monitoring and evaluation. Expected results: implementation of actions to prevent sexually transmitted infections in 30 municipalities; production of a synthesis of the scientific literature review of evidence on prevention practices evaluated for their effectiveness and #PartiuPrevPerifa manual prepared (e-book and physical), made available to ESP municipalities, knowledge translation plan and different formats for dissemination of scientific production.
