Sustainable growth accomodation for State of São Paulo Cities

Abstract

The project's main objective is to carry out an in-depth assessment of the growth determinants of State of São Paulo's cities, discuss opportunities to induce a sustainable growth pattern and develop a methodology that will allow simulating and evaluating public policies to induce these desired growth accommodation patterns.To this end, the project aims to: analyze how growth was accommodated in São Paulo's cities in recent decades, considering both population and employment growth, qualifying it both spatially and in relation to its various characteristics; project into the future, up to 2040, how this accommodation of growth is expected to occur through the application and development of methodologies with a strong economic component; develop methodologies to quantify the costs associated with growth accommodation scenarios, in particular, costs associated with accessibility and urban infrastructure; Evaluate and characterize environmental determinants, urban dynamics, and walkability related to growth accommodation, proposing technical guidance and guidelines for mitigating urban sprawl considering these themes; critically analyze the role of urban planning instruments in the sustainable accommodation of growth, focusing on the induction of vacant urban space occupation, PEUC - Compulsory Partition, Building, or Use, and the social function of property; develop and apply a methodology in selected cities that allows simulating induced growth accommodation scenarios.The development of the research activities will provide a set of methodologies, analyses, and data available for the planning of São Paulo cities.This will enable planning at a significantly higher quality level than is currently possible, particularly regarding growth management.A detailed overview of how the accommodation of growth in São Paulo cities has occurred in the last two decades, along with projections up to the year 2040, will be available. Through accessibility indicators, it will be possible to analyze, quantify, and compare the gains and losses that have occurred in the past over time and the expected gains and losses for the future until 2040.Thus, the development of methodologies for modeling growth scenarios will enable the evaluation of public policies for containing urban sprawl, creating a powerful tool for the future planning of sustainable cities.
