Investigating the Relationship between Science Diplomacy and Global DGT: The Role of Inclusive Metascience Observatories

Abstract

The two proposed undergraduate research activity plans are integrated into the international project "T-AP - Trans-Atlantic Platform / T-AP - Regular Research Project / DGT - Call for Proposals (2023)." In this context, both plans focus on the collection and systematization of empirical evidence regarding the use of science and metascience in diplomatic practices, with an emphasis on actors, documents, and institutional patterns. The first plan, linked to WP1b, involves the student in qualitative tasks such as mapping, conducting, transcribing, and analyzing interviews with science diplomats and experts in metascience observatories. The student will also support the revision of the research questionnaire by assessing its internal consistency and will search for interviews already conducted in related projects. These activities aim to expand knowledge about evidence-based diplomatic practices while strengthening the student's methodological skills in qualitative data collection and analysis. The second plan, connected to WP1c, focuses on document analysis and text mining. The student will identify multilateral documents (from the UN, UNESCO, and Overton), extracting patterns and indicators of scientific evidence usage in international negotiations. They will also be responsible for organizing a shared drive with articles on science diplomacy, conducting searches on databases such as SciVal. Tasks will also include using text analysis tools, organizing data in spreadsheets, and generating visualizations. Both students will take part in meetings with international researchers, expanding their experience with global collaboration practices and the use of technical English. Together, the two plans strengthen the empirical foundation of the project by providing original data on the circulation of science in diplomatic arenas. At the same time, they offer high-quality methodological, technical, and conceptual training to undergraduate students, promoting their integration into international networks and contributing to the renewal of research in science, technology, and international relations in Brazil.
