Determinants of adoption of SISBOV certification at the farm level in the State of São Paulo

Abstract

The increase number of cases of food contamination, associated with increasing market competition, fostered the adoption and diffusion of new legal rules and certification systems related to food safety and food quality. Technical and sanitary barriers were created by most import countries. The European Union has demanded traceability and created a set of directives for their trade partners, as a condition to have access to its market. Under this environment, the Brazilian beef industry has been facing challenges. The demands from the international market had impact on the national regulatory environment for food safety. In 2002, The Brazilian System of Identification and Certification of Bovine and Bubaline Origin (SISBOV) was created. This system, of voluntary adoption, is coordinated by the Ministry of Agriculture, Livestock and Food Supply, which is responsible for the approval and authorization of third part private certifiers. A SISBOV certified farm must adopt traceability and a set of management and operational technologies. However, the level of diffusion of this certification is still low. A small number of farms have adopted and technological heterogeneity persists in bovine livestock production in Brazil. The aim of this research project is to identify and analyze determinants of adoption of SISBOV certification at the farm level in the State of São Paulo, Brazil. A survey will be conducted among a sample of 60 farms (30 SISBOV adopter and 30 non-adopters) in order to provide qualitative and quantitative data. Additionally, interviews among 10 beef agri-chain stakeholders will provide qualitative information. Descriptive statistics and a regression model with binomial dependent variable will be used to identify variables that discriminate adopters from non-adopters, thus testing hypotheses on the adoption of SISBOV certification.
