Abstract

The objective consists of analyzing the relations between the actors of the cities of the State of São Paulo as for the implantation of the ambient politics that influence directly in the local development. The fundamental theory is the concept of social networks and Actor Network Theory. The objective is to develop a qualitative research to construct maps of the nets of the actors of some São Paulo cities. The start premise is that exist a social relational field, with variables such as confidence, commitment and power, that shape a background for the production relations, that is, the flows and decisions on the actions of implantation of the ambient politics. The previous data indicate that few Brazilian researchers dedicate the subject to it, although its is a critical and important subject in Brazil. The orienting hypothesis is that the social relations confidence, commitment and power influences the relations techniques, the decisions and flows in the actions of implantation, although exists uniformity of the objectives of the ambient politics. The work if theoretically justifies since the concepts of policy networks rare are used in the public politics, but contains appropriate concepts to study phenomenon. Relate to Methodology the work is important, since will be used multi methods, including perceptuais maps and accompaniment, contributing for a methodological development of the subject of networks, still dominated for positivism, which is inadequate to understanding this phenomenon. Finally, the work is important for alerting the coordinators of ambient politics on the convenience to understand and to apply the concepts of policy networks, since the preliminary data indicate problems and resistance in the implantation of the ambient plans.
