Abstract

The goal of this work is to identify and analyze opportunities for innovation in public services related to municipal solid waste that may result from implementation of projects in the carbon market and that are linked to the generation of local social and environmental improvements. Based on the Kyoto Protocol, an alternative that is gaining ground in the performance of public and private actors is the creation of new markets where certificates of emission reductions (CER) have been traded. It appears that besides focusing on the purpose of reducing emission of greenhouse gases, the creation of carbon credits must be accompanied by the promotion of sustainable social, environmental, economic, ethnic, cultural and technological, with notable contributions to building a sustainable society, as envisaged in Article 12 of the Kyoto Protocol and Annex III of the Project Design Document (PDD) of the clean development mechanism (CDM). Therefore, the carbon market can be analyzed and evaluated as a mechanism for reducing greenhouse gases and also as a more complex mechanism, involving local environmental issues in recipient countries of projects. In this work it is proposed a new approach to analyze the contribution of projects from the carbon market in landfills, adopting an expanded approach focused on identifying and analyzing opportunities for the generation of local social and environmental improvements, based on the use of the analytical framework of service innovation and applying a multi-agent model (which considers service providers, users and decision makers). The empirical research will consider the CDM projects for the Bandeirantes and São João landfill, located in São Paulo City. (AU)
