Abstract

The work refers to a research conducted in the period 2004 to 2006, with the Program post-graduate Studies in Social Sciences at PUC/SP, in the area of policy. This is a study on participatory budgeting of São Paulo, from 2001 to 2004, whose main objective was to see how the action took place in their participatory clashes and confrontations with the intricacies of power circuit inserted in public administration municipal. Na analysis this context sought to capture the main points of friction and political relations in the various conflicts involving the core of government, represented by the office of mayor and the secretaries, the local government installed in the regional sub-prefectures and that instances of popular representation in the field of performance of the OP. The relevance of the topic presented contributed to discuss the particularities of popular participation within the public administration and a comprehension sharing of the decision-making spheres to divide the budget discussions in its deliberative with the population.
