The role of regional and local health system managers in the building of local health system: challenges for the decentralization of the National Health System in Brazil (SUS)

Abstract

A challenge in the present implementation stage of the National Health Service (SUS) in Brazil is the conquest of compatibility for the municipalization movement regarding the formation of regional health service networks to guarantee the constitution of integrated care lines. The study is aimed at identifying: a) the main difficulties faced by managers when building local health systems, according to the legal principles of the National Health Service in relation to access universalization and care integrality/equity warranty; b) the main difficulties presented by the regional rnanagement when articulating the intermunicipal care networks. Therefore, eight municipal units will be studied via their stratification according to their size and management conditions within one region in the State of São Paulo, Brazil. (AU)
