Abstract

Some of the critical problems that affect the space sector include lack of researchers in terms of quantity and quality, support to and integration with that research groups outside SJC, lack of organization and synergy to address common or complementary technological problems. Nowadays, there are no systematic mechanisms that allow providing human resources in quantity and quality that are sufficient to the space sector. In general, the researchers are engineers with graduate courses in aeronautics engineering and space engineering. The number of graduates does not satisfy the needs of the sector. The groups of researchers are concentrated on the following Institutes of the region of the SJC: IEAv, IAE, INPE e ITA. There are groups of researchers located In other regions of Brazil, such as RN, MA, RS, and other states, however, there Is not a form of organization of the institutes, hindering any attempt of action on both scientific and technological research and policies of investments and creation of competence of human resources. We claim that a network involving the research is an effective proposal to address the above Issues. The goal of the our proposal Is to consolidate a cooperative network of research to allow the effective competence building of human resources, the accomplishment of research and development of technologies of interest to the space program more specifically to the development of Innovative techniques in space engineering. We list the following research area of Interest: a) propulsion; b) navigation, control and guidance; c) on-board scientific instrumentation, and d) structures and materials. In general terms, the proposal of the Institute Includes the following activities: scientific and technological research collaboration, workshops, technical visits, activities of discussion of mechanisms to effectively Implement exchange policies and human resources, creation of joint courses or courses with support of professional master, undergraduate, academic master, and Ph.D. Those activities in terms of indicators (performance indexes) will result in dissertations, thesis, scientific articles, and patents of products and software by the partners’ institutes.
