Primary Care as the guide of the Health Attention Network "Cegonha" and Care of Persons with Disabilities: early childhood

Abstract

The project will be developed in the Midwest Regional Health Coordination (CRS- CO), Technical Supervision of Butantan (STS / BT), of the São Paulo Municipal Health Secretary, in partnership with USP. The CRS- CO has, on average, favorable indicators of living conditions and health; it has 13.3% of its population living in subnormal agglomerates, just below the southern region of São Paulo (23.5 %), with increased overhead to certain basic health units (UBS) of STS / BT. In CRS- CO, 44 % of the population depends on Public Health System (SUS). Particularly in STS / BT, this index is higher (49.5 %) compared with the region, although lower than the city of São Paulo (55.6 %). Regarding the health network, there is failure and fragility of coordination between services and actions linked to Primary Care (PC), for risk newborns in "Rede Cegonha" and for children with disabilities in early childhood. A quantitative, qualitative, exploratory and descriptive study will be developed in two phases: retrospective and prospective. The first, retrospective, includes survey of services until the end of 2013. The second prospective phase shall constitute of the active search for all at-risk infants and all children with disabilities in early childhood in the region and survey information with this population and the professionals of health services about attention offered and health network. Interviews will be conducted with professionals and users with application of PCA- Tool and with focus groups with representatives of both health networks. The results will enable mapping and characterization of the networks, perceptions of professionals and users about attributes and centrality of PC and strengthening of lines of care and strategies for articulation of networks.
