Abstract

In 2007 an Environmental Protocol was signed between the Sugarcane Industry Conglomerate, Providers Associations, and São Paulo State Environment and Agriculture Secretaries establishing that the sugarcane burning to easy harvesting should be eliminated up to 2014 in mechanized areas and up to 2017 in non-mechanized areas. The sugarcane-ethanol entrepreneur's intentions of speed up the unburnt sugarcane mechanic harvest substitution to the manual burnt harvesting were clear. In a past Project was observed that from 2007 to 2010 the mechanically harvest sugarcane area increase resulted in an expressive reduction in the non-qualified sugarcane workers, the sugarcane cutters. This Project aims verify, until 2014, the intensity, economic, social, and administrative consequences, as well the resulted management problems from the sugarcane mechanic harvest expansion process in São Paulo State. With Work and Employment Ministry (Ministério do Trabalho e Emprego - MTE) and IBGE data is intended calculate the decrease of non-qualified sugarcane workers amount in face of the other sugarcane occupations. From official documents and data searching, and also from technician interviews aims verify how the public institutions are following this process. Based on specific studies and interviews with sugarcane companies workers intent analyze this process effects in the general and sectorial production and also in people managing issues. To four São Paulo Regions the intention is, with MTE information and with social actors interviews, verify local socioeconomic consequences of the sugarcane sector mechanization. (AU)
