Use of territory and state funding mechanisms: the relevance of Desenvolve SP (Agência de Fomento Paulista) in the renewal process of materiality in the State of São Paulo

Abstract

Starting from the idea that the Brazilian territory is the product and the condition of selective dissemination of technical-scientific-informational milieu (SANTOS, 2002) we found the need to identify the different powers that have the agents to use the territory. In our view, undoubtedly the most significant agent in the exercise of use of territory is the State, because for the exercising of power mechanisms is needed to do it and the State is the agent who organizes the territory through its power to regulate the money, funding, law and policy.As an analytical compromise to this research proposal a study of the reorganization of federal solidarities in Brazilian territory is suggested, from the strong economic presence of the state of São Paulo. Understanding the role of the São Paulo State as a normative, regulatory and provider sphere of resources to municipalities and businesses located within its boundaries is one of the challenges of this project. This process will be verified from funding granted by "Agência de Fomento Paulista - Desenvolve SP" for selective renewal of materiality and the expansion of investment by enterprises, given i) the prefectures of São Paulo municipalities and ii) enterprises located in municipalities of São Paulo.As funding is selective, in other words, just some companies and municipalities receive it - because there are specific lines for obtaining the resources and rules to be followed by municipalities - this can raise questions regarding the changes occurring in the territory due to the punctual renewal of materiality and selective expansion of technical density. Thus, we can say that the way the diffusion of modernization occurs, or, the diffusion of technical-scientific and informational milieu is not exempted Brazilian to the federal institutional framework and thus we aim to analyze and try to comprehend the active role of the territory in the reorganization of federal solidarities.
