Abstract

How should we monitor and evaluate the implementation of the Política Nacional de Saúde da População Negra (PNSIPN - National Policy for the Black Population's Health)? Does the existence of a technical area related to the black population's health and of indicators broken down by race/color in the management instruments facilitate the implementation of the PNSIPN? A literature review highlights the themes and strategies that have been used to assess health policies and programs: analysis of the programs' and policies' guidelines; evaluation of the policy's assistance axes; evaluation of popular participation; monitoring and health indicators as the main strategies to evaluate Policies. This study aims to investigate how the PNSIPN is being implemented, and to identify which indicators can be used to monitor and evaluate the Policy. To develop the study, the researchers will use the following strategies: survey of the actions taken by municipal and state departments that have implemented the PNSIPN; promotion of workshops for the analysis of morbidity and mortality indicators; workshops for the evaluation of policies and programs and also of indicators of struggle against racism. Expected result: Based on this analysis, we intend to produce a website containing the experiences of cities and states that have implemented the PNSIPN and to create a list of indicators that can be used to subsidize the implementation, monitor and evaluate the PNSIPN.
