The BR-163 - Cuiabá-Santarém: the role of agents and subjects in planning and implementation of public policy

Abstract

In Brazil, major environmental and social changes affect the country. The management of natural resources appears as crucial in light of the anthropic pressure. Following Rio-92, the country has engaged in the promotion of sustainable management of the environment. The scientific community acknowledges that sustainability issues should be addressed globally, interconnecting the interaction of natural, socioeconomic and sociocultural dynamics. In this context of "necessary multidisciplinary", to address the variables of sustainable development, we acknowledge that it is not possible to address such a complex and diverse environment from a univocal concept, (ecosystem and/or geosystem) and then adopt the GTP (Geosystem - Territory - Landscape) model, proposed by Bertrand (2002). The landscape is increasingly relevant as a component of environmental and heritage planning policies for the territories. Is spatial distribution of the indicator landscapes, based on the use of satellite imagery, a relevant/satisfactory starting point to the implementation of landscape diagnostics, to improve knowledge of the territories and assist in the decision-making process on sustainable development policies? We choose two areas of study in the BR-163 axis, for which the social, environmental and territorial dynamics are quite different. The aim of the investigations carried out under this project is to understand the socioeconomic dynamics and the territorial restructuring process, analyze the importance of public policy and the role of different stakeholders, which constitute variables that are important to the development processes and territorial dynamics.
