Abstract

This project aims to develop and apply multidimensional impact evaluation methodologies to STI funding agencies. Accordingly, two objectives will be pursued: 1) To explore and develop, from conceptual and applied point of views, methodological possibilities for evaluating the impacts of FAPESP programs based on secondary data, both from structured and unstructured databases, including the use of Big Data; and 2) To develop and implement a methodology for continuous impact evaluation in funding agencies, to be applied three FAPESP programs. In the present project, the following programs/lines of promotion were chosen as evaluation objects: Scholarships for scientific initiation, masters and doctorate; Innovative Research in Small Business (PIPE); and International Cooperation Agreements. With these three objects, it will be possible to develop a methodology, define indicators and forms of data search, and provide FAPESP - with potential unfolding for other agencies - with a methodology that is both conceptually consistent and applicable to different profiles of funding programs. From the methodological point of view, the following guidelines are to be developed in the project: i) search for best counterfactuals for different sorts of funding programs; ii) identification and validation of suitable indicators; iii) combination of primary and secondary data, qualitative and quantitative; iv) statistical treatment able to identify patterns and correlations between project/applicants profiles and with indicators of outputs and outcomes.
