Brazilian Sign Language translation in audiovisual materials: window signing useful and verbo-visual synchrony in translation process

Abstract

The deaf access to audiovisual materials has been discussed at the national scenario since 2000s. It has been happening since Law 10.436/02 (it recognized Brazilian Sign Language - Libras as comunication of Brazilian Deaf people), Decree 5.296/04, Decree 5.626/05 and this theme has been gaining prominence and mobilizing the Deaf community to asking from the public power the right to access the national audiovisual cultural production in Libras. This access is generally guaranteed by translating into a space delimited in one of the corners of the screen. It is called by the Brazilian Association of Technical Standards (ABNT) in NBR 15.290/05 of "Libras window". In 2015, the Brazilian Inclusion Law, 13.146, began to determine the use of Libras windows in political advertisements and in 2016 the National Cinema Agency (ANCINE) issued a Normative Instruction (NI No. 128) with standards and basic visual and auditory accessibility criteria to be observed in the film distribution and exhibition segments. Faced with this new reality, it is questioned whether the windows that are being produced are adequate to the demands of communication and accessibility of the deaf population. This research aims to analyze the usability of Libras windows and the verbal-visual articulation of the translation by deaf users. The research will be of a national scale and will evaluate, through a bilingual virtual questionnaire answered by deaf people, whether or not the productions of Libras windows in audiovisual productions, with respect to format, size and texture, are adequate to the communicational needs of the deaf It is intended, at the end of the research, to prepare an update document for ABNT NBR15,290 and for the Accessible Audiovisual Productions Guide of the Ministry of Culture.
