Abstract Despite the deep changes in energy trading caused by deregulation and the energy markets, the energy sector in Brazil continues to be planned and operated based on concepts, methodologies and tools developed before the implementation of the new energy market structures. The basic objective of this work is to propose a Hydrothermal Pre-dispatch Model (PDH) which takes into account pool and bilateral energy markets, and which is also appropriate for the actual deregulated market context in Brazil. The project is intended to provide scientific contribution involving some energy markets issues that have not yet been incorporated to the actual methodologies adopted by the Brazilian energy sector. Some of the most important features of the proposed model include: i) representation of pre-established firm bilateral energy contracts, through additional constraints in the PDH model described for the pool; ii) the calculation of hourly based spot prices, so that short-term energy markets can be effectively implemented; iii) an economic performance analysis (revenues and expenditures) associated with the market agents; iv) a hydraulic simulation process for the optimal solution provided by the proposed model.
