Abstract

Brazilian cities were having problems in the past decades for attend to increase population living in urban areas seeking better life quality and economic opportunities. Municipal administration and policies for attending its necessities reflects in environmental impacts and social problems. Metropolitan areas, where most of population being concentrated, usually show these impacts in an amazing scale. These evident inequality worse more and more due to the lack of urban planning and management, represented by urban policies absence. In this context, urban planners' efforts to propose processes for land use control. However, these efforts do not result in effective changes for metropolitan areas. Focusing this problem, the present project is proposed as an objective way to link geographical information systems techniques with neighborhood impacts evaluation as a manner of analyze long time (years or decades) urban changes for Londrina metropolitan formation process and, understanding its process form the view point of division into lots discuss metropolitan area formation and propose control instruments for urban planning in this situation.
