Abstract

The territorial occupation model of Brazilian cities has a direct impact on urban planning and urban mobility. Urban expansion, which encourages low spatial density, results in, in addition to urban voids, an increase in displacement, the direct impact of which falls on the structure and infrastructure of cities. Instrument for implementing the National Urban Mobility Policy, Federal Law No. 12,587/2012, brings the legal obligation for municipalities with a population above 20,000 inhabitants to prepare the Urban Mobility Plan. This plan must be in line with the reality of each municipality, that is, it must integrate issues of transport, traffic and urban planning; relating to them instruments of urban control, land use and occupation, environmental control, economic development and social inclusion, aiming to minimize the negative externalities arising from the predominant use of individual motorized transport. However, many municipalities have not incorporated all the issues involving urban mobility planning. In this context, the research aims to evaluate the urban mobility policy in the municipality of Várzea Paulista to understand whether the approved urban mobility guidelines are in fact being implemented in the municipality. The methodology, exploratory and descriptive, will evaluate the master plan, the mobility plan and the master plan of the Jundiaí metropolitan region, based on a list of indicators. The method will make it possible to: (i) characterize each plan in general (laws and annexes) and (ii) analyze the content of the documents by theme (law and annex), comparing them with the reality implemented in the municipality. It is expected that the results will contribute to further investigations into the urban mobility policy of medium-sized cities and identify the gaps between the urban mobility planning stages and its effective implementation in the municipality.
