Impact assessment in the airports' production chain: the Congonhas Airport's case

Abstract

Over time, airport enterprises aggregated beyond their traditional functions, such as transportation of passengers and cargo, to include shopping malls, cinemas, food courts, among others. Thus, several ancillary businesses such as logistic companies, car rental, travel agencies and even residential areas, took a disorderly manner in and around airports, causing adverse impacts to their neighborhood. In order to remedy this and other undesirable consequences of development at any cost, which prevailed in recent decades, emerged the Bill 181/89, which led to the "Estatuto da Cidade" ("Status of City"). Enacted in 2001, the referred status represented substantial advance regarding planning and urban development, bringing an instrument to aid in the assessment of environmental impacts at local level: the "Estudo de Impacto de Vizinhança" ("Studies of Neighborhood Impacts"), which is designed the housing projects, institutional or commercial for which there is not a requirement for EIA-RIMA. Therefore, this study aims to develop a methodological framework for forecasting, survey and assessment of impacts due to construction and operation of airport projects, considering neighborhood impacts resulting from the implementation of these induced on the existence of the Congonhas Airport and not considered in studies of neighborhood impacts.
