Abstract

This research has as scope to analyze the performance of the Organization of American States (OAS) in encouraging and promoting democracy in Brazil in the 1980s. With attention focused mainly on the government of President José Sarney, it will seek to understand whether, in fact, the democratic proposal disseminated by the OAS in the country at that period played a significant role and how it was important for the legitimization, implementation and conquest of governability during the political transition crossed, while appreciating the difficulties encountered in the process. For this, the work will draw a historic setback for the understanding of the democratization process in Brazil; will examine the principles and purposes of the Organization since its formation until the mid-1980s and, ultimately, will seek to understand whether and how these factors impacted on the restructuring of Brazilian democracy.
