Abstract

This project aims to analyze the use of shaming on electoral observation missions deployed by the Organization of American States (OAS). It recognizes the existence of the observers' dilemma and elucidates the variables involved in the decision-making process of missions heads on how to communicate the state of electoral integrity according their findings. Shaming governments or states to promote human rights has been documented and analyzed for practical results. As a political right granted in global and regional regimes, electoral integrity shares the tools for democracy promotion that scholars have identified - as such, shaming to promote electoral integrity requires a better understanding.
