Abstract

The research aims to investigate the impact of the maximum plot ratio of 4, set by the Strategic Master Plan of the city of São Paulo, when applied in the territory demarcated as ZEIS 3 and the impact on the quality of housing produced. The density of occupation resulting may require an increase or improvement of infrastructure and urban facilities available, not always provided by projects that are restricted to the plot. It is intended to discuss requirements for proper population density levels to the new housing developments located in ZEIS 3, both from the urban and social perspective, such as availability of infrastructure and urban facilities, maximum plot ratio, availability of green areas and leisure, among others to be defined. The search will start from a theoretical framework that addresses issues of urban and environmental sustainability, from which shall be established requirements allowing analysis of housing projects considering their social and urban quality. The method adopted includes good examples of housing design in central areas that use that seek to control the urban sprawl by occupying neglected areas in the inner-city. Such projects will be analyzed on the level of density achieved and its relation to the occupancy rate of the city as a whole, the elements present in the urban environment regarding urban mobility, leisure and education facilities as well as the final urban design. The results will allow the proposition of social and urban requirements criteria which, associated with environmental requirements, will improve the development of sustainable social housing projects in ZEIS 3.
