Abstract

The solid waste generation has increased considerably, and their improper disposal caused serious environmental, health, social and economic problems. In Brazil, many municipalities do not have infrastructure that provides the appropriate final disposal of their waste. In this sense, this research aims to propose a general model for managing municipal solid waste in small municipalities, with emphasis on management through sharing of district consortium. The area of this research includes nine municipalities that are part of the South Central Region of Ceará state, justified the choice of this area because they have not, to the point, studies of this nature in the region. The methodological procedure involves four steps that are, basically, in the characterization of management models and their applicability; characterization and definition of current scenarios of municipalities in the area under study, the analysis of information obtained by tabulating the data to compare them the scenarios identified in the diagnosis, thus isolating the most appropriate model, and the adaptation of this model for the study area. The solid waste management needs of policies and concrete actions that make possible the municipal level. Therefore, it is expected that this research will enable the use and applicability of the model consortium management and that it may serve as a methodological aid for future studies on the subject.
