Abstract

The 1980s and 1990s can be considered a milestone in the restructuring of the global economic order. The profusion of neoliberal ideology promoted significant changes with the reduction of the interventionist state, enlarging the market in the regulation of social relations, with decentralization and privatization. The influence of international organizations gained a new dimension in the process of the preparation, implementation and evaluation of public policies especially in education policy. Based on the political, economic and social reforms of that period and their implications in the educational reality of Cape Verde, this study seeks to understand the influence of Legislative Decree No. 2 / 2010, which regulates the organization and functioning of the system education in the country, the political project of the Pedagogical Institute of Beach. Whereas the Pedagogical Institute is the only institution in Cape Verde responsible for training teachers to work in pre-school, primary and integrated (EBI) and complements the training of teachers already in office, which seeks to understand the design training established since passage of this legislation. As a research methodology adopted is qualitative analysis, using the procedures as bibliographic, documental analysis and semi - structured.
