Abstract

The hypertension and diabetes, chronic non-communicable diseases, are important health problems in Brazil. The control of disease is a challenge to health services in this country. Health services include hospitalizations, preventive and diagnosis exams, vaccination and supply of medicines. The preventive exams aim to reduce the mortality and the incidence of hospitalizations. Hospitalizations are very important in health care, due the complexity of actions and the financial resource applied. There are strategies to reduce the incidence of hospitalizations, for example, the vaccination, performed by the health service. Vaccination in vulnerable groups such as patients with diabetes and hypertension is an intervention aimed health promotion, which is also related to access to medicines. Since the establishment of the Unified Health System in Brazil to current day, there was an increase in the supply of medicines by the health service. For this supply and monitoring data of patients with diabetes and hypertension is necessary information, we can obtain the information by health surveys. Population-based Health Surveys provide important information about access and use of health services. Information about the use of health services by the population with diabetes mellitus and/or hypertension can provide a base for planning and actions in the Health Policy. The present study aims to analyze trends in the use of Health Services in the population of the city of São Paulo with arterial hypertension and/or diabetes mellitus self-reported, between 2003 and 2008, analyzing the use of health services for the supply of medicines, vaccination against influenza and/or pneumonia and preventive exams and hospitalization and to describe the sources of payment for health services by this population. Data will be used by ISA-Capital survey 2003 and 2008. The surveys were funded by the Municipal Health Department of São Paulo and Fapesp. The present project will be considered use of health services for individuals older than 20 years, female and male and with diabetes and/or hypertension self-reported. Will be made descriptive analyzes of the population and analyzes of spending, vaccination, preventive exams, hospitalization, morbidity in 15 days and health service coverage for essential medicines in this population. The association between the variables will be verified by Ç2 test (p <0.05). Prevalence ratios are calculated by Poisson regression. Will be made comparisons between ISA Capital 2003 and 2008 about the utilization of health services in this population. Data will be analyzed using module survey of STATA 12.0. (AU)
