Abstract

In the case of urban planning and management is necessary to build thinking and actions to combat the tendencies of perpetuation of public and private interventions that cause bad quality of life and lack of social justice. However, the prospect of planning are left to the technicians and researchers to discuss and elaborate the laws and projects, often without considering the need for authentic popular participation. The Ourinhos (SP) is at the crucial moment of economic growth and urban expansion, and deficiencies in their planning, especially in relation to the participation of the population. That said, this research seeks to identify the social representations formed by technicians, city officials and organs of civil society and other agents involved in urban planning and management, and thus propose actions to manage with a greater degree of popular participation.
