Abstract The present thesis has the main objective to propose a study of the discourse favoring the development of the state and its impact on the formation of a sensibility toward cultural and urban transformation of life at a new locality. In this sense the thesis that the city was conceived from the importing of models will be addressed with the intention of evaluating the position of technicians, intellectuals and politicians in building the discourses of modernization of the State of Minas Gerais, as well as a political language initiated with the transference of the capital marked by the construction of Belo Horizonte. The research works with the hypothesis that the history of the capital until 1950 is not disconnected with a sensitive and conceptual shift on urban life which occurred in Minas Gerais State. In order to comprehend the concepts of city that underlie the project of modernization and development of the State of Minas Gerais the main documents used were administrative documents of the city and the State, works of intellectuals and politicians on the modernization of the state and the main projects of urban intervention in 1950.
