Abstract

This PhD project aims to analyze the reform of State carried out in Pará from 2007, relating it to the development and regional integration. Institutional reform that owned, as main objective, developing regions of the state so integrated. In Pará, the object of this research, there was in 2007 a significant institutional reform, based on regional decentralization and quest for integrated regional development. Until then, models of development and integration thought to the state, were dictated by the federal government, for example, the projects executed by the Superintendence for the Development of Eastern Amazonia (SUDAM). The state of Pará located entirely in legal Amazonia has always been marked by a strong regional inequality and absence of State in their regions more distant. Upon assuming office in 2007, Gov. Ana Julia Carepa of the Workers Party (PT) conducted an institutional reform aimed at ensuring the approach of the state government to more distant regions of the state, and develop them in an integrated way. This research will start from the assumption that the reform proposal in state of Pará from 2007 to 2014, did not ensure integrated development of their regions, for not having reduced existing regional differences. The methodology to be used to reach that goal, it will be a qualitative and quantitative data. We will have, as starting points, analytical models already used in the literature (ABRUCIO, 2010, HALL & TAYLOR, 2003; SEN, 2000; NORTH,1993) including new variables for analysis on government reform related to development and regional integration.
