Abstract

This project aims to provide information for assessing the performance of R&D projects portfolios of the Bioenergy Research Program (BIOEN) of São Paulo Research Foundation (FAPESP). The projects evaluation will be developed using methodologies for support on multiple-criteria decision processes. In a complex system such as the bioenergy industry, the impacts of a project depends not only on their own performance, but also it captures the effects of other BIOEN projects performance, and of other R&D projects carried out by competitors. Therefore the evaluation of individual projects is not enough to measure system performance. It is necessary to combine methodologies for the evaluation of project portfolios by adapting the practices already established in the market and research in terms of project management R&D. In this research, we propose the construction, adaptation, and validation of methods for assessing ex-ante impact, for which one of the challenges will be to incorporate processes in progress in multiple-criteria analysis, which will be used for ranking projects and their composition of portfolios of projects. Later, the results obtained in this research can be combined with the methodology of assessing projects based on real options and option value, resulting in information for decision support on project management of R&D, particularly for projects BIOEN.
