Abstract

The objective of this research is to study and discuss the influence of the development of Information and Communication Technology (ICT), of the twenty-first century in international relations, emphasizing the role that they play in the conduct of U.S. foreign policy. Based on the fact that ICT development in the U.S. has the main objective to promote the national security of the country, allowing that the threats are eradicated before they become internal reality, this research seeks to analyze and understand the extent to which this practice has achieved its goal, namely, promoted the national security, or become dysfunctional, generating new demands for security policies to the country, resulting in the emergence of new threats. To understand the problem exposed, the specialized bibliographies about this subject are going to be analyzed as well as the concepts related to this topic like cyberspace, cyberwar, information warfare and cybersecurity, in order to identify the influence of these elements and their relevance in the conduct of international relations. Furthermore, the research proposed here seeks to survey the politics of U.S. cybersecurity by analysis of official documents of the Department of Defense and the National Security Strategy, aiming to analyze the development of these policies and identify the growth of its relevance to construction of U.S. national security.
