Abstract Currently, chronic diseases are major public health challenges. Stroke is an example and ranks as the leading cause of death in Brazil and the leading cause of physical, cognitive and social disability acquired in adult life in the world. In 2012, the Ministry of Health approved the Healthcare Plan for Stroke. However, investments without adequate local management plan, without articulating different levels of health, is not going to solve the problem. In this sense, a health service should be: safe, effective, patient-centered, timely, efficient and equitable. Lean Thinking encompasses these goals by putting the customer at the center and focus on the dynamics of the process. Thus, all staff in a defined company engages in eliminating waste or that does not represent value to the end consumer. The overall objective of this proposal is to develop local action projects focused on Lean philosophy at various levels of health care line for patient with stroke and seek to understand how changes occur since the implementation in their place, and even the impact across the enterprise. The relevance can be expressed through the production of knowledge, which can be applied and will help to improve quality and safety in health services, particularly the SUS. In future we can perform the training of highly qualified professionals to solve complex administrative situations and bridge international collaboration with a world-class center in health administration.
