Abstract

In this study we will research, in a comparative way, the constitution of language policies in and for rural communities in Croatia and Brazil, through the analysis of the participation of non-formal education in this process. More specifically, we shall analyze the formation and implementation of language policy in rural communities of Ukrainian origin, to understand better how the non-formal learning of a language helps in the preservation of linguistic and cultural identity of a minority community in different countries. Thus, we will do an interpretation of the ethnographic material obtained in moments of language teaching in non-formal context by community members in Folklore Groups, along with a discourse-analytic approach of the testimonies of Ukrainian members of rural communities in Croatia and Brazil. The use of analytical and interpretative apparatus will be guided by the understanding of language policy as responsible for the completion and acceptance of an education that respects cultural and linguistic diversity and encourages the development of minority languages even in different countries. Our objective is to try to understand how the members of a minority community constitute their language policy in times of non-formal learning of the language, as well as the outcome of the tension between the identity assumed by the community and the identity assumed by the state. So, we want to answer the following research question: how the non-formal education within minority communities, in different cultural contexts, enables its members to establish a proper language policy?
