Abstract

This research project aims to investigate how governance is exercised on the Internet, its technical boundaries, the central actors - especially the ICANN (Internet Corporation for Assigned Names and Numbers) and the Brazilian Internet Management Committee (CGI.br) - and their interaction in the construction of the Internet architecture, with reference to Brazil and the U.S., which will be analyzed comparatively. For greater depth, we intend to do a study of the mode of operation of the Internet and its architecture from its historical and technical construction - which will link the sociological thinking about this network of networks with a technical knowledge of the same, aiming at the interdisciplinarity on their study. With reference to these actors that exercises the governance and considering the conception of power in Foucault, it should be emphasized that there are counterpowers in relation to Internet governance - such as encryption, projects of anonymity on the Internet and counterproposals to the current architecture of Internet -, consideration that is fundamental it proper understanding. The methodological basis is guided mainly but not exclusively on the contributions of Foucault to the study of power relations. In regards to the techniques of research, will be used online investigations, interviews, reading technical manuals about Internet, among others. This research is important in two points: on the extent to which the Internet is present in a significant part of the world population, and a deep knowledge on it to cooperate about more critical uses of Internet; and to contribute to the debate about the governance in the Internet in the sociological field.
