Abstract The Coastal Zone, as the interface between terrestrial and marine ecosystems, is responsible for a wide range of functions and ecological services. Shared renewable natural resources demand alternative governance systems that meet the new challenges imposed by socio-environmental problems and provide space and voice to social actors previously excluded from conventional management systems. These new systems become especially necessary in Coastal Zone due to its multiple uses, characteristic conflicts and complex management, involving overlapping legal frameworks and management tools. Within this context, international (Intergovernmental Oceanographic Commission) and national (Ministry of Environment) processes emerge in an attempt to develop the Marine Spatial Planning, in which territorial and common resources management are aggregated. Therefore, this project will investigate issues related to regulating the use of common resources and equitable sharing of benefits derived from marine ecosystem services that, when considered in a limited territory, demand a complex and innovative patrimonial approach (private and domanial). In this regard the management of commons, complemented by the patrimonial management of the Coastal Zone and adaptive co-management, is the analytical approach that, in combination with data from a systemic analysis of the natural environment (information collected in different modules of the Project Biota Araçá - FAPESP) and methods to support multicriteria decision-making processes, will provide the basis for discussions in a "Systems-Actors" approach. The main objective is to foster and analyze the implementation of a management process in Araçá Bay, São Sebastião, SP, which is part of the Marine Protected Area of the North Coast of São Paulo State. Thus, considering the existing social-environmental network in a scenario of great pressure for growth and change of coastal and marine landscapes, representing other national and global regions, a descriptive and explanatory diagnosis of major ecosystem services and environmental conflicts and problems will be examined and analyzed, in order to establish an integrated and participatory local management system. In this context, the following activities are planned: to identify, sensitize and mobilize local actors, to perform an integrated analysis of existing instruments and public policies for territorial and marine resources management; to systematize environmental and socioeconomic information; to design and analyze future scenarios and actual trends, and to identify and prioritize actions and strategies for sustainable use of the study area. These will be accomplished through different methods such as document analysis, interviews, dissemination strategies, workshops and participatory research, to strengthen dialogue between social actors and foster an integrated and participatory local management system, which analysis will provide an understanding of factors that enhance or hinder learning and social control as well as governance of the Coastal Zone.
