Abstract

The research aims to analyze EU Crisis Management (EU CM) operations on the aspects relating to the SSR as part of the efforts on peace building and conflict prevention in third countries. The specific objectives are: how the concepts of EU CM were developed; what is the legal framework of these operations; what are the structures created to carry out EU CM; how the operations were established and how the concept of integrated mission was treated (or not) in each operation and institution in practice; what are the aspects of SSR in each operation; how the action was conducted (or is conducting) in the field; how each operation dealt with the civilian-military synergies on an operational level; what are the means created to enhance cooperation with host country government and other state/non state actors presented; how the missions have dealt with the local ownership; what was the focus of each operation in terms of short term stabilization/conflict prevention or long-term peace building by civilian and military means; what were (are) the quantitative and qualitative achievements of the missions; what is the relationship between each operation and the evolution of EU norms and procedures on this field (in terms of how the best/bad practices of each mission could contribute to the changes and challenges for the external and internal security of the EU); how was the process of building capabilities of UE to deploy international missions; what are the capabilities of the EU for external conflict prevention and peace building nowadays; and what are the specific civilian and military competences that would increase the capability of EU is running international missions. A few-countries analysis will be used as research design and the selected operations are the Concordia, EUPOL Proxima and EUPAT on FYROM, and EUPM and EUFOR ALTHEA on BiH. The general temporal scope is from early 1999 until today and was chosen based on the Saint-Malo declaration (1999), when the EU's Common and Defense Policy was announced. The data will be collected on primary sources (EU official documents and reports) backing this up with other secondary sources (books, journal articles and "think-tank" reports), complemented with internet-based research. The field research will be done in the EU Commission (Brussels), the EU Institute for Security Studies (Paris), Bosnia Herzegovina and FYROM, to obtain dates and carried out personal interviews complemented with internet-based research.
