Abstract

The objective of this research is to analyze the influence of Standards produced and/or implemented by NGOs and the private sector (transnational non-state actors) in the definition of the regulatory frameworks with regard to the use of biodiversity and Access and Benefit Sharing (ABS) contemplated by the Convention on Biological Diversity (CBD) and the Nagoya Protocol. The global and local dimensions of a (multilateral intergovernmental) international regime for biodiversity are articulated and its enforcement is largely carried out by non-state actors in a public-private transnational context. There are few interdisciplinary studies on environmental policy and governance that connect local and international dynamics. Thus, this research is justified by the need to fill a gap in the literature and in the empirical studies of International Relations and Political Science regarding transnationalism related to environment-related issues, more specifically, to biodiversity and to the influence in decision-making both in the domestic and in the international domains by non-state actors. The research has a hypothetical-deductive character and uses the process-tracing and the Qualitative Comparative Analysis (QCA) as methodological resources to investigate the nuances that can establish the correlation and/or causality between Standards (independent/explanatory variable) and the enforcement (dependent variable) of the international environmental regime for biodiversity.
