Abstract

In Brazil, the creation and organization of Metropolitan Regions has become from the 1988 Constitution a process of responsibility of states. Were expanded actors and interests involved in the regionalization process. This fact leads to changes in the local dynamics because the process of metropolization enables greater influence and political action of the state level over municipalities of this new region. From the interests involved in the metropolis, we note that there was an increase of this process over the years .The analytical approach of this research will be the Metropolitan Region of Vale do Paraíba e Litoral Norte (São Paulo state, Brazil).We will seek understand who are the agents, the interests and the changes of that regionalization will result when it proposes to define as Metropolitan Region a set of 39 municipalities distinct from each other. These factors show that the metropolization has become an institutional process, attending to interests that do not always correspond with the regional reality.
