Abstract

Research that aims to analyze the recent developments on the issue of Internet governance from the US espionage case on citizens and other states, including Brazil. The Internet, principal channel responsible for the integration and global communication, also causes consequences in power relations highlighting the rise of non-state actors, earning capacity of influence in the international arena. The central feature of this communication structure, widespread in recent years, is a self-management capacity, ie, the lack of centralized control, which is the main objective of this study. Coupled with the fact that resources are almost equally available for actors of different types and powers, there is the issue of international pressures for greater governance of the cyber network, which in addition to addressing the issue of control of the network, be able to avoid conflicts between sectors (civil, economic, business) and diplomatic incidents, and promote greater confidence and stability between the parties. Brazil, together with other "victims" of the US spying revealed by Edward Snowden in 2013, seek proposals and measures to change current status of Internet use, especially regarding the issue of privacy, because establish rules and agreements between States and other sectors generate strong disagreements. This applies, for example, for Brazil and Russia: partners in BRICS that presents ideologies and distinct mechanisms with regard to Internet use. While there are alliances of emerging and regional countries in economic areas and development, starts to arise those that seek break the subordinate normativity of the US measures. We intend to study, from the Snowden's revelations, the discussions and the debate of a new Internet governance, the main actors involved and what are the prospects that emerge in this complex scenario of today.
