Abstract

The aim of the thesis is to analyze the convergences and divergences between the Política Nacional de Desenvolvimento Regional (PNDR) [National Policy for Regional Development] and sectoral policies developed by the Federal Government between 2003 and 2014. Diagnosis is made from the interpretation held by the policies on regional disparities and from propositions related to regional development, in order to consider whether the divergences between public policies represent an important element of Brazilian regional issue. Assuming that sectoral policies are not guided by PNDR - with respect to programs and activities which are related to regional disparities - and also that there is a mismatch between PNDR and sectoral policies concerning their interpretation and propositions about regional disparities, we seek to identify the extent to which this mismatch is an important element of the Brazilian regional issue. In the current context of public administration, due to the predominance of sectorialized policies - which compete and contradict each other - and the subalternity of PNDR on the political-administrative framework, the existence of divergent understandings and proposals among public policies on regional issue creates tensions that undermine their effectiveness and therefore the purpose of regional development and the mitigation of regional disparities. Thereafter, the multi-dimensional, cross-sectoral and cross-scale approach is impaired by PNDR and sectoral policies which should be guided by PNDR itself. It is also undermined the existence of a long-term strategic vision to be used by the institutions and developed in a both intra and intergovernmental cooperation context, which are essential features of public policies aimed at regional issue.
