Abstract

The unequal and rapid process of industrialization and urbanization in the Greater ABC region has had a significant impact on the population's quality of life, making them more vulnerable to the effects of climate change. To address these challenges and align with Agenda 2030, especially SDGs 11 and 13, proposing the formulation of the Diadema Climate Action Plan (PACD), as the city is the most densely populated municipality in the ABC region and situated in a protected area with limited vegetation coverage, faces unique challenges. In response, PACD will play a crucial role in coordinating a range of sectoral policies. The primary focus of PACD will be to introduce comprehensive guidelines and objectives that prioritize climate mitigation and adaptation, all while aiming to tackle social inequalities in the region. Overall, the proposed project includes three main components: 1. The Diadema Climate Action Plan (PACD): This plan will coordinate various sectoral policies in the most densely populated municipality, Diadema, which has low vegetation coverage and is situated in a protected area. The focus will be on climate mitigation and adaptation to reduce social inequalities; 2. The Greater ABC Climate Change Action Plan (PAEMC ABC) Indicators: The project will develop indicators to monitor the effectiveness of the Greater ABC Climate Change Action Plan. These indicators will be based on data collected and analyzed annually using techniques like remote sensing, cloud computing, and artificial intelligence image classification algorithms. The data will cover various aspects, such as urban green areas, surface temperature, public spaces, greenhouse gas emissions (GHG), irregular settlements, urban expansion, and hydrography; 3. The Enhancement of UrbVerde Platform: The existing UrbVerde platform for the State of São Paulo will be updated and improved. It will serve as an interactive tool to strengthen urban-environmental policy planning and management capacities at both local and regional levels. The platform will support the development of PACD and monitoring of PAEMC ABC by providing intra-urban performance indicators for continuous and georeferenced monitoring. The project's scientific contributions will be in advancing the application of knowledge in remote sensing and spatial analysis in public policy management processes. By integrating this knowledge into daily public management, the project aims to promote innovation and incorporate a climate perspective into urban-environmental policies. The UrbVerde platform will facilitate the sharing of data and knowledge among municipalities, enabling the development of local climate action policies. The Partner Institutions, represented by the Environmental Secretary of Diadema and the Directorate of Projects and Programs of the ABC Consortium, will be responsible for formulating and monitoring climate action policies. The Associate Institution, the Institute Pólis, will contribute its expertise in urban, environmental, and public policy development through research and policy development processes. (AU)
